I just tried on an MacBook Pro with M1 + latest macOS and was able to launch StarTools without issue...
Please make sure to follow the unquarantining procedure (which was updated for macOS 13/Ventura).

I downloaded it again and ran the un-quarantine procedure again (carefully this time). It opens just fine. I think my mistake before was launching that Terminal procedure from the unzipped Disatro download folder instead of the StarTools application in that folder. Sorry for bothering you with my mistake.
